In order to implement laws and regulations such as the Environmental Protection Law of the People's Republic of China, the Environmental Impact Assessment Law of the People's Republic of China, the Air Pollution Prevention Law of the People's Republic of China, the Water Pollution Prevention Law of the People's Republic of China, the Environmental Noise Pollution Prevention Law of the People's Republic of China, the Environmental Pollution Prevention Law of the People's Republic of China on Solid Waste Pollution Strengthen accounting method system to guide and standardize the accounting of pollution sources in pesticide manufacturing industry. The Ministry of Ecology and Environment recently approved the release of the compulsory national environmental protection standard "Technical Guidelines for the Accounting of Pollution Sources Strength" for pesticide manufacturing industry (standard number: HJ 993-2018), which will be implemented from March 1, 2019.

The standard stipulates the procedures, contents, accounting methods and requirements for the calculation of the pollution sources of industrial waste gas, wastewater, noise and solid waste in pesticide manufacturing.

This standard is applicable to the source strength accounting of new (revamping and expanding) construction projects and existing engineering pollution sources in pesticide manufacturing industry; it is applicable to the source strength accounting of normal and abnormal discharges in pesticide manufacturing industry; it is not applicable to the source strength accounting in case of sudden leakage, fire, explosion and other accidents; it is applicable to the waste gas, waste water, noise and solid in the production process of pesticide manufacturing industry. Source Strength Accounting of Body Waste Pollution Sources. The boiler pollution source strength of GB 13223 is accounted for according to HJ 888, and that of GB 13271 is accounted for according to HJ 991.
